さて、昨日の投稿で述べましたマスク配布についてですが、続編。
まず、特筆した点ですが、
1. 配布されるのは個人じゃなくて、世帯単位
2. 配布するのに最低でも200億円の経費がかかる予想
今日はこの

についてもう少し掘り下げます。
世帯人員が3人以上の世帯の合計を見ると約36万でしたね。（100万分比）

それらの構成人数の合計を見ると、約133万。それだけのマスクが必要になります。
しかしながら実際それらの世帯に配布されるマスクの合計は約72万。
そうすると不足分が約61万。ここまでは100万分比なので、61万×50（実際の世帯数は約5000万）= 3050万。
今回、世帯人数が5人以上の部分は５として計算しているので、最低でも3050万人はもらえない。実際はもっと多いでしょう。
これだけの不足は大した数には認識されないのでしょうか？
この中には赤ちゃんや幼児も含ますが、そもそも世帯人数の詳細なデータがない？！（少なくとも、統計局のサイトからはそのようなデータが見つからなかった。💦）各県ごとの世帯人員数別世帯数や世帯別人員の年齢とか。
もしかしたら健康保険の被保険者と扶養者数で近い結果が見れるかもしれません。（これは余裕があったら後日。）
さらに言えば、なぜ今この時代に個人単位ではなく、世帯単位なのか？という疑問。
マイナンバー制度が実施され始めたのは2016年1月。約4年前に運用されたのにもかかわらず、ほとんど運用レベルは変わりません。
これを運用すれば個人単位で正確な値がつかめるでしょう。そして配送先の重複も起こらないし、年齢も簡単に把握できます。そして何より、1つのデータベースであるから、照合が非常に楽ですし、正確です。日本は各省庁が各権限でバラバラの単位でデータを管理しています。だから年金問題やデータミスによる問題が多発するのです。
この行政のIT化遅れは他の国より格段に遅れていると思います。
国に全部個人情報を把握される！という意見もありますが、一般庶民はそんなに困るほど隠さなきゃいけないことを持ってないと思います。（少なくとも私はない…。）中立性は保たれるべきですが、恐らく困るのは沢山お金を持っているや不正を働いてる方で、収入とか補助を照合されたら困る方たちでしょう。
マイナンバーを使えばそのひとの収入やどんな補助をもらっているか、簡単に付け合わせできて、正確な納税金額、不要な補助がわかってしまうからです。
このマイナンバーを使えば、このマスク配布よりも、各納税額の調整や緊急支援給付も必要な方に必要な分だけ回せますし、一律で給付を行うことも簡単です。無駄も省けます。
でも日本においては、きっとそれはまだ遠い未来なのかもしれません。
とにかく、この世帯単位で政策を考えるのは、もういい加減辞めるべきです。

Today, let’s see the details of below more.

At the last post, the number of households by personal organization, 3 more was about 360K(thousands), ratio as 1:1M.

When you look at total members of households, it is 1.33M. It is number of masks required.
However, in fact, they will get total about 720K masks.
If so, the lack of masks are about 610K. These numbers are raito as 1:1M, so fact is 610K *50 (fact numbers of households is 50M) = 30.5M
This time, “the members of households is 5 more” is counted as 5, so at least 30.5M people can’t get masks. The fact number will be bigger more.
This lack will not be recognized as big deal?
In this numbers, babies and children is counted but basically, there seems to be no detail about households?（At least, I couldn’t find that data from Statistic web site.💦）Like numbers of households by members of each prefectures or ages by members of households.
If I look at numbers of Insured and Dependent, it may be possible to check close data.（if I have time, will post later.）
To say more, there is question why they don’t think by personal, but by households at present era.
In Japan, individual number have started since Jan 2016. It was about 4 years before, but the operation level has not big change.
If we use this system, it is available to get exact number by person. Then there will be no duplication of send address and it is easy to get ages by person very easily. Besides, the data base is only 1, so it is very easy to match each columns and exactly.
Now in Japan, data is managed by each ministries. So the problem of missing pension and problems from data issues is occurred many times.
This lag in IT of Japan is so much bigger than any other countries, I think.
There is opinion, “The government will get all of personal info!”, but common people don’t have hide something to worry so much, I think. (At least, I don’t have it…）The Neutrality should be saved, but who will worry about is who has a lot of money or cheat something, I guess.
If we use this ID number system, it is able to know their income and support easily and get to find exact tax required and unnecessary support. It is able to cut useless.
It we use this system, it will be possible to adjust tax, to serve emergency benefit who needs only with exact amount and it is easy to serve benefit to all evenly.
However, perhaps it may be into far future in Japan.
Anyway, to make policy by households should not be continued any more.
