さてこのブログを書く大きなきっかけになったのは、先週のこの記事です。
「マスク2枚配布」
これ程、怒りと危機感を覚えたことはありません。が、感情はさておき、なぜこれが問題かと言えば、これは感染拡大防止のためじゃないからです。
特筆する点は、
1. 配布されるのは個人じゃなくて、世帯単位
2. 配布するのに最低でも200億円の経費がかかる予想
です。

そこで日本の世帯数の内訳を調べてみることにしました。
が、しかし！世帯別人員数の詳しいデータが統計局を色々探しても見つからない！？
「地方，世帯人員別の世帯数分布（100万分比） 」が今現在、直近で該当しそうなデータかと思われたので、中身を見てみるとこんな感じでした。

グラフにすると以下のようになります。こちらは全国の値のみです。
ちなみにこの100万分比率というものですが、おおざっぱに言うと、パーセントのもっと大きなスケールのものです。💦
パーセントは元を100とした時の割合で、100の内の50という場合は50%になります。
そこで100万分比に置き換えると、元を100万とした割合という意味になります。
このデータで世帯人員一人の場合、世帯総数の実数集計値を100万とした時の344,106という割合になります。
世帯人員が3人以上の世帯の合計を見ると359,686です。
約36万！
今現在、2020年の実際の世帯数は5000万ぐらいですから、実際はこのデータの50倍という感じでしょうか。（ああ、統計学もっと勉強すべきだった…！😑）
一世帯につき、マスクが2枚配布されるとのことですから、その世帯はマスクが足りないということになります。
掘り下げるともっと長くなるので、残りは後日…。otz
2. 配布するのに最低でも200億円の経費がかかる予想
一枚あたり200円のマスクを配布する予定だとのこと。全世帯に配布することになると、
これはマスクのみの費用です。ここに輸送費（人件費、送料、梱包費用）などを含めたら、コストは200億円よりもっとかかるのは言うまでもありません。
それだけの費用があれば、経済的に苦しんでいる企業、保育園などの育児を支援できないでしょうか？
医療崩壊の危機と叫ばれていますが、医療従事者への支援（お給料アップや臨時ボーナス、育児負担）などは現在ありませんし、これからもそんな予定はなさそうですが、そこに回すことで、医療崩壊を防ぐ1つの手段になるのではないでしょうか？
ちなみに日経ビジネスでこんなアンケートページがありました。

However! I couldn’t find the data fo the number by each households in Statistics Bureau web site?!

Look at the number of households by personal organization, 3 more. It is total 359,686.
Its about 360K(thousands)!
Now, in 2020, the fact number of total households in Japan is about 50M, so in fact, the number of data will be multiply by 50.（Ah, I should have studied statistics more…!😑）

They plan to serve 200 JPY mask by one piece. So if they serve to all households in Japan,
200JPY × 50M households = 20 billions JPY!
This is the cost of masks only. If you add shipping fee, labor cost and packing cost, it will cost over 20 billions.
If we have that amount of budget, we can support industries in economic issues or childcare with this?
Now, they mention medicine breakdown but they don’t give support, like raise salary, bonus or childcare, to medical care workers. The support will not be given in future, too, I guess, but if the budget will be used for it, its possible to prevent medicine breakdown?
